I recently short circuited my hard drive, I took it to a local shop where they confirmed that it had been short circuited. He recommended that I purchase the same hard drive where he can swap the two physical drives to allow me to extract the data. I have seen adverts for hard drive recovery and was wandering which option would people recommend for me to do.

It depends. If you absolutely have to have that data, take it to a company that specializes in hard drive data recovery. Expect to pay at least $1000.
If it would just be kinda sorta nice to have the data, sure, have the local mom and pop store try to do a controller swap.
( You might ask them what ESD procedures they follow – if they give you a blank look, take your drive elsewhere. )
If all you did was short out the logic board, just buy the same Make, Model & Firmware version as your old hard drive. Then switch out the new logic board for the old one. Then you should be able to fire up the drive & retrieve your files. I’ve done this before & it dose work.
IF it was short circuited, the control board is probably gone.
This would necessitate replacing the board, which in many cases means opening the drive. THIS should be done in a "clean room".
I suggest using a "professional" data recovery service. There are many available, and they are not cheap. (Sometimes the drive platters are moved to another working unit for recovery!)
It depends on whether what is on the drive is important enough to justify the expense.

Not only should the drive be the same model but firmware and with a serial number as close as possible to the one you have. Hard drive manufacturers make slight changes with each batch of hard drives. The more similarities there are then the simpler the process will be.
