HP PC won’t get past the HP title screen?

Our HP desktop PC has been working just fine until a few days ago. The computer worked in the morning but when turned back on a few hours later it would not get past the blue HP start-up screen. There are four options shown (F10=setup) (Esc=Boot Menu) (F11=System Recovery) and (F9=Diagnostics). The keyboard generally is frozen but will occasionally work, however the computer never loads any of the on-screen options. We have tried numerous restarts, waited a day with it off, and have turned off the power strip that the entire system is connected too only to no avail. Help?

If F10 (set up) won’t even load, motherboard may have a problem. You would need the help of a qualified technician.
